[00:00:14] It's within the lawlessness of the open seas,
[00:00:17] where governing of international waters remains lax and uncertain.
[00:00:21] They've become a breeding ground for massive crimes
[00:00:24] such as modern-day slavery and forced labor,
[00:00:26] human trafficking, illegal fishing, and drug distribution.
[00:00:30] A host of violations often goes undetected and unchecked
[00:00:34] across millions of vessels each year.
[00:00:37] I'm Sherelle Dorsey, and this is TED Tech.
[00:00:40] Environmental scientist Dahiya Belabib
[00:00:43] has been working for years with AI tools
[00:00:46] to help name and identify the various vessels.
[00:00:50] In her TED Talk, she explains how she's using technology
[00:00:54] to bust pirates and track down owners and operators
[00:00:57] through a dataset she and her team have developed to stop the wrongdoing.

[00:01:48] Which for someone who, A, cannot swim, I sink like a needle.
[00:01:52] And B, was born in a small landlocked Algerian village seems unlikely.
[00:01:58] Yet here I was a few years ago in the port of Dakar in Senegal
[00:02:03] to investigate a Spanish-owned vessel under the name the Asian Warrior.
[00:02:11] The vessel was on Interpol's radar for illegal fishing
[00:02:14] and had escaped Thai custody under the very Spanish name, Thai Chan.
[00:02:22] The vessel was docked parallel to three other large ships
[00:02:25] that I needed to cross to board it.
[00:02:27] But on the first ship, I already noticed three crewmen
[00:02:31] sitting on the floor eating nothing but rice.
[00:02:35] Behind them their sleeping chamber with cardboard in lieu of mattresses,
[00:02:40] no blankets, and with a ceiling about as high as a bunch.
[00:02:46] I could see lots of rust and dead fish piled up in gray water everywhere.
[00:02:51] I have spent time on ships.
[00:02:53] It gets cold at night, and if you don't have proper sleep,
[00:02:56] nutrition and clean water, you will not make it.
[00:03:01] What I was seeing there were indicators of a crime
[00:03:03] we call modern-day slavery or forced labor.
[00:03:08] Over the years, I've counted nearly 50 different types of ocean crimes
[00:03:12] like this one, ranging from drunk driving or navigating
[00:03:16] to illegal fishing, drug trafficking, wildlife smuggling,
[00:03:20] terrorism and murder.
[00:03:23] And most of these crimes happen out of sight of any authorities.
[00:03:27] You can literally take a selfie of yourself
[00:03:30] shooting someone in the high seas without any fear.
[00:03:34] But please don't do that.
[00:03:36] This is a photo that I took from a video,
[00:03:39] a widely circulated video,
[00:03:41] that was showing people swimming in the ocean
[00:03:45] being shot at from a boat while trying to escape.
[00:03:48] The only reason we know of its existence
[00:03:51] is because the owner of the phone who took the selfie
[00:03:54] forgot it in a cab in Fiji,
[00:03:56] and the cab driver gave it to the authorities.
[00:04:00] Oceans cover two-thirds of the planet's surface.
[00:04:03] There are nearly 4.6 million vessels out there,
[00:04:07] and of that, we only have visibility into the activity of about two percent.
[00:04:11] This lack of visibility is exploited by criminals
[00:04:15] and provides perfect cover for their illicit operations.
[00:04:19] These unseen activities in turn have huge impacts
[00:04:23] on what happens in our own backyards on land.
[00:04:28] In Vancouver, where I live,
[00:04:30] money laundering from maritime drug trafficking
[00:04:33] has contributed immensely to increasing the cost of real estate.
[00:04:37] How? It's quite simple.
[00:04:39] Here's a recipe.
[00:04:41] Gains from drug trafficking have to be laundered somehow
[00:04:44] to be injected into legit markets,
[00:04:46] and one of the best ways of doing that
[00:04:48] is buying real estate and inflating the price.
[00:04:52] That's what the Chinese triads have done in the city
[00:04:55] by injecting over four billion dollars into our real estate.
[00:04:59] But it's also happening in other places,
[00:05:01] like Missouri and Kansas
[00:05:03] and places known for their luxurious lifestyle, such as Dubai.
[00:05:08] And it's not just real estate.
[00:05:11] Take the drug crisis in the United States,
[00:05:13] here, in our own backyards here,
[00:05:15] where drug overdose is the number one cause of youth death,
[00:05:20] beating cancer and gun violence.
[00:05:23] In fact, illicit drug users in the United States
[00:05:28] spent 150 billion dollars on illicit drugs.
[00:05:33] Drugs enter the country by land, by air, and by sea.
[00:05:38] Over 9.2 million shipping containers filled with narcotics
[00:05:42] still reach American coasts, beaches, and ports every single year.
[00:05:46] From Mexico, yes,
[00:05:48] but also from other places in the world,
[00:05:51] far away, like Myanmar in Southeast Asia,
[00:05:54] and even Afghanistan.
[00:05:57] Current efforts like random patrolling
[00:05:59] or the opportunistic use of human intelligence
[00:06:02] do little to stop the flood of narcotics.
[00:06:05] We still use these outdated policing techniques,
[00:06:08] no, it's not CSI,
[00:06:10] and basic enforcement models,
[00:06:13] while criminals are the ones who are actually using CSI.
[00:06:16] They are adept in using technology to always be ahead.
[00:06:20] The Spanish mafia uses autonomous submarines
[00:06:23] to provide logistical support to drug traffickers.
[00:06:26] Embargo-violating fuel smugglers in the Indian Ocean
[00:06:30] will use sat phones to communicate their whereabouts to their clients.
[00:06:34] Pirates, it's quite ironic, because when I say I'm a crime fighter,
[00:06:38] they say, do you chase pirates?
[00:06:40] Actually, pirates use satellite systems to detect vessels,
[00:06:44] chase them down, and capture them for ransom.
[00:06:48] Intercepting drugs on transit before they can even reach our shores
[00:06:52] could help curtail the health crisis in the US
[00:06:56] and allow me to maybe one day, hopefully,
[00:06:59] buy a house in Vancouver.
[00:07:05] And in order to do that, we need to transition
[00:07:07] from reactive to proactive enforcement.
[00:07:10] For example, we can create a criminal record
[00:07:13] for vessels, their owners, their operators,
[00:07:15] yes, we still don't have that,
[00:07:18] and strategize enforcement based on that intel.
[00:07:21] So my partner, my business partner, Sogol and I, created HAVA,
[00:07:25] a powerful artificial intelligence investigator
[00:07:28] that uses 650,000 keyword combinations
[00:07:31] in the 23 most spoken languages in the world
[00:07:34] to do one single thing, bust these criminals.
[00:07:46] The program first looks for crimes online
[00:07:48] in all available databases,
[00:07:50] ranging from simple press releases by coast guards
[00:07:53] to Interpol notices, figures out who's involved,
[00:07:57] identifies their locations, ship routes, identities,
[00:08:01] and criminal networks.
[00:08:04] To build the system or the tech,
[00:08:07] we spoke to ethicists to reduce bias.
[00:08:10] We consulted with law enforcement to understand the gaps.
[00:08:14] We even, I was going to say partnered,
[00:08:17] we spoke to criminals to learn how they can get away with crime.
[00:08:25] If I wanted to be a criminal, I would be a really great one now.
[00:08:28] The whole idea is to adopt a vessel of concern approach.
[00:08:32] It means we see it when a dangerous, potentially criminal vessel
[00:08:36] is entering our waters,
[00:08:38] or when a shady company wants to do business with us.
[00:08:41] Right now, we can see some of the ships,
[00:08:43] what they're doing, where they're going,
[00:08:45] but we don't know what's happening on these ships
[00:08:48] or what they may be up to.
[00:08:50] Much like profiling a known person of interest,
[00:08:52] now that's CSI,
[00:08:54] or knowing when a dangerous, potentially, and repeat sex offender
[00:08:59] is back in town.
[00:09:01] HAVA gives us the ability to see on a map high-risk ships,
[00:09:06] even when they look innocent on the surface.
[00:09:09] Using this approach in 2022,
[00:09:12] Madagascar refused fishing licenses to Chinese vessels
[00:09:15] with a criminal record.
[00:09:17] A number of Spanish companies are now in murky waters,
[00:09:20] no pun intended,
[00:09:22] after their illegal fishing activities and labor offenses
[00:09:25] were uncovered earlier this year in Senegal.
[00:09:28] HAVA also gives us information on networks or criminal networks
[00:09:32] we did not have before, and boy, we need them.
[00:09:36] Take the vessel Fuyu-1U831,
[00:09:38] which was caught in Indonesia on multiple charges
[00:09:41] and was flying multiple flags.
[00:09:44] The owner of the vessel, who was a Chinese elected congressman,
[00:09:48] did his best to cover his involvement
[00:09:50] by creating a very complicated ownership network for the vessel.
[00:09:54] The Fuyu-1U831, which came all the way from China,
[00:09:59] was apparently owned by a shell company based in Timor-Leste,
[00:10:04] which in turn was partly owned by a Chinese state-owned company,
[00:10:08] and that's when that congressman comes into play.
[00:10:11] Convoluted, right?
[00:10:13] But it's very common to use complicated networks
[00:10:16] to get away with crimes.
[00:10:18] We have been navigating solutions to maritime crimes for decades now,
[00:10:22] and they tend to be one-size-fits-all.
[00:10:25] Stop eating fish to save the ocean.
[00:10:27] Send more boats at sea to stop the flow of migrations.
[00:10:31] Close down the borders and build walls to reduce drug trafficking.
[00:10:36] Yeah, they won't work.
[00:10:38] In fact, maritime crimes such as illegal fishing and drug trafficking
[00:10:42] have tripled in the past 10 years.
[00:10:46] Over the 15 years that I've been doing this work
[00:10:48] with agencies, fishermen, criminals and many others,
[00:10:52] technology helps to tackle crime,
[00:10:55] to save time, save money,
[00:10:57] but also share knowledge and build bridges
[00:10:59] to achieve the common goal of protecting our oceans,
[00:11:02] our youth and our backyards.
[00:11:05] But it only ever worked when people were fully involved in the process.
[00:11:11] Technology is powerful,
[00:11:13] but it lacks the nuanced understanding, knowledge and networks
[00:11:16] stored in our individual human minds.
[00:11:19] In the case of the investigation on the Spanish companies
[00:11:22] operating in Senegal,
[00:11:24] technology showed us where the vessels were,
[00:11:26] at what speed they were operating, their identities,
[00:11:29] but we still needed to talk to fishermen
[00:11:32] to understand the unspoken political context
[00:11:35] in order for us to make sense of that.
[00:11:37] Technology needs us to fill the gaps
[00:11:40] and to limit misrepresentations and bias.
[00:11:43] In Thailand, interviews revealed that 25 percent,
[00:11:47] that's a quarter,
[00:11:48] of all fishing laborers were worked between 17 to 24 hours a day nonstop.
[00:11:55] So when we catch an illegal fishing vessel or when we see it
[00:11:58] and we are about to criminalize the crew and arrest them,
[00:12:01] we always need to remember
[00:12:03] that they may be in a situation of human trafficking or forced labor.
[00:12:08] We always need a human approach to complement the technology
[00:12:11] to target the right criminals
[00:12:13] because what we see does not tell the whole story.
[00:12:18] To meaningfully detect crime and stop it,
[00:12:20] human creativity and technological progress
[00:12:24] have to always go hand in hand.

[00:12:40] For years, researchers, scientists and technologists
[00:12:44] have been looking for smart ways to use AI
[00:12:47] to track down lawlessness in the oceans,
[00:12:49] including human trafficking and forced labor.
[00:12:52] Many hope that this technology could be key
[00:12:55] to stopping bad guys in their tracks.
[00:12:57] For instance, in 2014,
[00:13:00] Google teamed up with environmental nonprofits
[00:13:03] Oceana and Sky Truth
[00:13:05] to introduce Global Fishing Watch,
[00:13:07] an initiative aimed at monitoring fishing vessels globally.
[00:13:11] Their goal was to curb and prosecute abusive practices
[00:13:14] taking place on the open seas.
[00:13:16] Global Fishing Watch eventually evolved
[00:13:19] into an independent nonprofit
[00:13:21] and now uses various specialized tracking systems
[00:13:24] to generate a near real-time map
[00:13:27] charting the routes of approximately 60,000 commercial fishing vessels.
[00:13:33] The caveat, however,
[00:13:35] is that traffickers also have access to savvy tools
[00:13:38] to better exploit their positions and operate more efficiently.
[00:13:42] Scientists like Belhabib and her colleagues
[00:13:44] have no small challenge ahead of them.
[00:13:47] But as she said in her talk,
[00:13:48] it's not just about the technology available.
[00:13:51] Keeping our oceans safe means relying on human connection
[00:13:54] and engagement to target those responsible.
